Joe R. Frank, M.S. - Principal Hydrogeologist and President of HydroGeo is an expert hydrogeologist with more than 30 years of experience in geology, hydrogeology, geochemistry, and hydrology for mining and energy companies, ski areas, regulatory agencies, municipalities, and subdivisions. He has completed and managed hundreds of projects including ground and surface water technical studies, ground water flow and contaminant transport studies, surface water quality and sedimentation modeling, water supply projects, environmental assessment (EA) and environmental impact studies (EIS), project permitting under the jurisdiction of various domestic and international regulatory agencies, water resource pre-feasibility and feasibility level studies for industry and financial institutions, and multi-disciplinary environmental project management. He has provided expert testimony for industry to government regulatory agencies and for several legal cases. Mr. Frank has worked and traveled extensively worldwide and is functional in Spanish.

Gabriele S. Walser, Ph.D. - Senior Professional Hydrologist/Engineer for HydroGeo has over 20 years of professional experience in hydrology, civil engineering, geochemistry, and computer modeling. Dr. Walser has conducted hydrologic studies including water balance and recharge evaluations, ground water evaluations, and contaminant transport studies. Her professional expertise includes working for regulatory agencies and consultants on environmental and water resource-related projects in the United States and abroad. Dr. Walser holds a Ph.D. in Civil Engineering and a Masters Degree in Environmental Engineering. She is fluent in English and German and has a working knowledge of Spanish.


Rosemary W.H. Carroll, Ph.D. - Modeling Specialist for HydroGeo and a Research Professor at the Desert Research Institute. Dr. Carroll has over 18 years of experience in numeric analysis of hydrologic systems with capabilities in modeling surface, vadose and groundwater domains and the interaction between all three. Her diverse research background also includes integrating hydrologic and transport models with ecologic and economic metrics, including an emphasis on describing physical processes, optimization techniques and uncertainty analysis. Dr. Carroll holds Ph.D and Masters degrees in Hydrologic Sciences and a Bachelors degree Physics all with honors.


Paul A. Holder, B.A., P.G. - Project Hydrogeologist/Professional Geologist has 6 years of experience including geologic and hydrologic studies, site characterizations, and project management. He has supervised geologic and hydrogeologic studies, managed field sampling programs, supervised ground and surface water monitoring programs, managed and supervised the installation of wells and drilling programs, conducted well tests, compiled and analyzed data, and prepared reports. Mr. Holder has experience in the western United States and is fluent in Spanish.


Cathy A. Frank, B.A., M.A. - Botanist and Field Ecologist for HydroGeo has over 30 years of professional experience in a variety of habitats ranging from alpine tundra to Sonoran deserts. Ms. Frank's expertise includes rare and sensitive plant surveys; noxious weed surveys, plant production studies, vegetative cover and density studies, vegetation mapping, habitat descriptions, tree dating, and wildfire hazard analysis. Ms. Frank has worked on electrical transmission, fiber optic, and gas pipeline corridor studies; baseline inventories, reclamation / mitigation studies, environmental impact and assessment studies, and wetland permitting projects in Arizona, Colorado, Idaho, Nevada, Utah, and Wyoming. She has experience managing surface and ground water monitoring programs, compiling and analyzing data, and editing and preparing technical reports. Ms. Frank has traveled extensively and is functional in Spanish.
